If your hamsters nails are that bad that they need to be cut, it will have to be done very delicately. They have small clippers made for bunnies and cat, although I've never seen any small enough to cut a hamsters, but these may work.
You'll have to look at the nail and you should notice it is white and turns to red where attached to the foot. Do not cut into this red as it will be painful to the hamster and bleed. Cutting off just the sharp part will help.

I had a pet hamster for 4 years and whenever his nails got a little scratchy we either took him to the vet or got a mediumly rouch nail file and filed them.
You may need help if you want to do that...
Hold your hamster gently.
Take his foot in your fingers and press down only a little so he doesn't get too angry and it doesn't hurt, but enough so that his toes and nails spread out a bit, then VERY gently file them...
Repeat on all four...
I mean like REALLY gently, try not to move the nail back and forth as you file and make sure you don't have a file that has those raised sandpapery bumps in them, you want a smoother file!
